Ballast water treatment regulation turned a plumbing system into a control system. The chemistry gets the attention; the automation carries the compliance.

What the PLC actually choreographs

A treatment cycle is valve ballet with interlocks: lineups verified (position feedback on every actuated valve — assumed positions have flooded tanks), pumps sequenced against the treatment unit’s readiness, and flow proportionality maintained — UV dose or disinfectant injection tracking actual flow, because compliance is defined at the parameter level, not the intention level. Bypass detection is a first-class function: the system must know, log and alarm any path that moves untreated water, since that log is what port state control reads.

The interlock set encodes the failure philosophy: treatment unit fault during ballasting → controlled stop or documented bypass event, never silent continuation; sensor validity windows (UV intensity, TRO analyzers) gate operations; and manual overrides exist but write themselves into the record — the design assumption is that everything will one day be audited, because it will.

Retrofit reality, as in our Singapore drydock project: the BWTS PLC must coexist with the vessel’s existing ballast controls and alarm system — interface contracts, shared valve ownership rules, and drydock commissioning against class witnesses, with the documentation package (cause-and-effect matrices, test protocols) weighing as much as the panels.
